Mostly because the japanese perfectionist mentality inhibits the process of learning a language.

You have to speak broken english before you can speak perfect english. But the aversion to speaking any broken English causes them to speak incomprehensible English in an attempt to speak perfect english

Also in my opinion English curriculum in Japan focuses more on obscure grammar rules than effective communication.

in foreign languages because they don't have to speak those
